There will be a gun control advocacy event at 10:00am Monday, June 3rd at the Million Dollar Staircase, State Capitol, Albany.

Legislative update

A-10356A, Relates to the safe storage of firearms and child access prevention, has been amended in Codes. Companion S-9760 introduced to Codes today.

S-138A, Relates to certifying instructors in small arms practice; provides that after December 31, 2026 individuals certified as an instructor in small arms practice shall seek recertification subject to the standards and curriculum promulgated by the Division of Criminal Justice Services, passed the Senate. Companion A-6663A has been Reported.

S-6649, Requires firearms dealers to post and provide written warnings to purchasers of dangers posed by access to weapons in the home, passed the Senate. Companion A-2882 on 3rd Reading since January.

S-7802 Requires the to certify the technological viability of personalized handguns and to establish requirements related to the sale of personalized handguns, has been amended in Finance. Companion A-8333A has been Reported.

S-8589A, Relates to who can be a petitioner for an Extreme Risk Protection Orders, has been amended on 3rd Reading. Companion A-7717B has been Reported.

Francesco’s Law

I don’t like bills named after people. They generally play upon some tragedy in order to pass some overbroad power-grab by the state with little thought or debate.

Here’s another one just introduced, “Francesco’s Law” A-10451, Allows for penalties associated with the failure to safely store rifles, shotguns and firearms in the presence of a minor resulting in injury. Penality is a felony.

Albany declaring June “Gun Violence Prevention Month”

City of Albany Resolution 63.61.24R, Declaring June 7, 2024 to be National Gun Violence Awareness Day and proclaiming June 2024 as National Gun Violence Prevention Month, is on the Common Council’s agenda for June 3.

Mandatory gun buyback bills introduced

Two new so-called gun buyback bills have been introduced to the City Council:

  • INT 0933-2024, Requires the NYPD to conduct an outreach campaign to inform the public about the department’s gun buyback programs.
  • INT 0934-2024, Requires the NYPD to establish a monthly gun buyback program.

  • S-2102, Requires police officers to take temporary custody of firearms for not less than one hundred twenty hours when responding to reports of family violence. Companion A-2413.
