Am I missing something? why would lead free and non-over penetration frangible ammo be considered a criminal offence to possess? Is that because the Cobis system would be defeated?
No, as variations of this bill predate CoBIS. What they are trying to do is prohibit the non-existent “devastator” ammunition and much common self defense and hunting ammo. It is an ammo ban, nothing more.
