“Mount Vernon Mayor Ernest Davis faces up to two years in prison after pleading guilty Tuesday to two counts of willfully failing to file federal income tax returns … Davis, who has long been under federal scrutiny, also pleaded guilty to charges that in 2003 he failed to report proceeds from the sale of a property at 14-16 E.
