{"id":5491,"date":"2012-01-24T16:23:47","date_gmt":"2012-01-24T21:23:47","guid":{"rendered":"http:\/\/www.gunpoliticsny.com\/?p=5491"},"modified":"2012-01-24T16:23:47","modified_gmt":"2012-01-24T21:23:47","slug":"assembly-budget-analysis","status":"publish","type":"post","link":"http:\/\/www.gunpoliticsny.com\/?p=5491","title":{"rendered":"Assembly budget analysis"},"content":{"rendered":"<p>The Assembly &#8220;<a href=\"http:\/\/www.assembly.state.ny.us\/Reports\/WAM\/2012yellow\/\" target=\"_blank\">yellow book<\/a>&#8221; analysis of the <a href=\"http:\/\/www.governor.ny.gov\" target=\"_blank\">Governor&#8217;s<\/a> proposed budget has been <a href=\"http:\/\/www.assembly.state.ny.us\/Reports\/WAM\/2012yellow\/2012yellow.pdf\" target=\"_blank\">posted<\/a>. \u00a0It is interesting that it assumes repealing <a href=\"http:\/\/troopers.ny.gov\/faqs\/firearms\/CoBIS\/\" target=\"_blank\">CoBIS<\/a> would give only a $200,000 savings.<\/p>\n<p>Page 31 in the PDF:<\/p>\n<blockquote><p><em>&#8230; Combined Ballistic Identification Syst<\/em><em>em (CoBIS): The Executiv<\/em><em>e proposes to repeal the requirement that the State maintain its own independent digital database of the marking of gun casings registered in New York. Rather, the Executive proposes to invest in local labs so they can participate in the National Integrated Ballistics Information Network (<a href=\"http:\/\/www.nibin.gov\" target=\"_blank\">NIBIN<\/a>) &#8230;<\/em><\/p><\/blockquote>\n<p>Page 73:<\/p>\n<blockquote><p><em>&#8230; Repeal the requirement for a pistol and revolver ballistic identification database, known as CoBIS. \u00a0This part would repeal the requirement that the <a href=\"http:\/\/www.troopers.ny.gov\" target=\"_blank\">Division of State Police<\/a> maintain the Combined Ballistic Identification System (CoBIS), an automated electronic databank containing data and other ballistic information relevant to the identification of shell casings and to the pistols or revolvers from which such casings were discharged. This part would also repeal the requirement that manufacturers include a ballistic sample with any pistol or revolver shipped into the state of New York and that firearms dealers submit such sample to the State Police for inclusion in CoBIS &#8230;<\/em><\/p><\/blockquote>\n<p>Page 116:<\/p>\n<blockquote><p><em>&#8230; The Executive recommends Article VII legislation that would: &#8230; repeal the requirement that the state maintain its own independent pistol and revolver ballistic identification database, the Combined Ballistic Identification System &#8230;<\/em><\/p><\/blockquote>\n<p>Page 151:<\/p>\n<blockquote><p><em>&#8230; The Executive proposes repeal of the requirement that the state maintain its existing independent pistol and revolver ballistic identification database, the Combined Ballistic Identification System (CoBIS).
