Cuomo&#8217;s budget proposal<\/a> for for eliminating <a href=\"http:\/\/troopers.ny.gov\/faqs\/firearms\/CoBIS\/\" target=\"_blank\">CoBIS<\/a> and using the National Integrated Ballistic Information Network (<a href=\"http:\/\/www.nibin.gov\" target=\"_blank\">NIBIN<\/a>) instead. \u00a0From Newsday, &#8220;<a href=\"http:\/\/www.newsday.com\/long-island\/politics\/critics-cuomo-plan-would-hurt-crime-fighting-1.3469741\" target=\"_blank\">Critics: Cuomo plan would hurt crime-fighting<\/a>&#8220;:<\/p>\n<blockquote><p><em>&#8220;&#8230; But Schimel said the national system is severely limited because it collects data only from weapons found at crime scenes. \u00a0&#8220;With NIBIN,&#8221; she said, referring to the national system, &#8220;you need to find the gun, not just the [spent] cartridge.&#8221; &#8230;<\/em><\/p><\/blockquote>\n<p>NIBIN is limited only in so far as it&#8217;s ability to target honest gun owners. \u00a0It uses real evidence found at a crime scene as opposed to CoBIS which assumes all gun owners are criminals. \u00a0CoBIS doesn&#8217;t actually help police find the gun or the person who used it illegally. \u00a0Its best case scenario is to point to the original purchaser.<\/p>\n<blockquote><p><em>&#8220;&#8230; She wants to use the dispute to push for &#8220;microstamping&#8221; ammunition, which she says is more effective and won&#8217;t cost the state because it doesn&#8217;t require a database &#8230; &#8220;I&#8217;ve been disappointed with the results of CoBIS, too,&#8221; Schimel said. \u00a0&#8220;But CoBIS is like an eight-track tape and microstamping is like Blu-ray technology&#8221; &#8230;&#8221;<\/em><\/p><\/blockquote>\n<p>She&#8217;s disappointed because after collecting <strong>356,631<\/strong> shell casings (as of 12\/11), she cannot point to a single crime which was solved because of the program. \u00a0That makes her and all gun control proponents look bad. \u00a0It also makes her microstamping proposal (which is basically another ballistic identification scheme) look bad and that is what she is really bent out of shape about.<\/p>\n<p>Schimel is the only legislator I&#8217;ve seen to speak out against the Governor on this issue. \u00a0The <a href=\"http:\/\/www.troopers.state.ny.us\" target=\"_blank\">State Police<\/a> aren&#8217;t either and they administer CoBIS. \u00a0I think it&#8217;s going to take a lot more to get him to drop the idea than just her whining.<\/p>\n<ul class=\"ssb_list_wrapper\"><li class=\"fb2\" style=\"width:135px\"><iframe src=\"\/\/www.facebook.com\/plugins\/like.php?href=http%3A%2F%2Fwww.gunpoliticsny.com%2F%3Fp%3D5474&amp;layout=button_count&amp;action=like&amp;show_faces=false&amp;share=true&amp;width=135&amp;height=21&amp;appId=307091639398582\" scrolling=\"no\" frameborder=\"0\" style=\"border:none; overflow:hidden;  width:150px; height:21px;\" allowTransparency=\"true\"><\/iframe><\/li><li class=\"twtr\" style=\"width:90px\"><a href=\"https:\/\/twitter.com\/share\" class=\"twitter-share-button\" data-url=\"http:\/\/www.gunpoliticsny.com\/?p=5474\">&nbsp;<\/a><script>!function(d,s,id){var js,fjs=d.getElementsByTagName(s)[0],p=\/^http:\/.test(d.location)?'http':'https';if(!d.getElementById(id)){js=d.createElement(s);js.id=id;js.src=p+':\/\/platform.twitter.com\/widgets.js';fjs.parentNode.insertBefore(js,fjs);}}(document, 'script', 'twitter-wjs');<\/script><\/li><li class=\"gplus\" style=\"width:68px\"><div class=\"g-plusone\" data-size=\"medium\" data-href=\"http:\/\/www.gunpoliticsny.com\/?p=5474\"><\/div><\/li><li class=\"ssb_linkedin\" style=\"width:64px\"><script src=\"\/\/platform.linkedin.com\/in.js\" type=\"text\/javascript\">lang: en_US<\/script><script type=\"IN\/Share\" data-url=\"http:\/\/www.gunpoliticsny.com\/?p=5474\" data-counter=\"right\"><\/script><\/li><\/ul>","protected":false},"excerpt":{"rendered":"<p>New Yorkers Against Gun Violence&#8217;s shill\u00a0Michelle Schimel is upset that Gov.
