Bloomberg&#8217;s office and h<\/em><em>is policy adviser, John Feinblatt, who first proposed such a requirement early in the administration. &#8220;Sixteen months ago, we called for it,&#8221; Feinblatt said. &#8220;It&#8217;s time to do it.&#8221;
