Biden said in a statement that he will nominate <a href=\"https:\/\/en.wikipedia.org\/wiki\/Xavier_Becerra\" target=\"_blank\" rel=\"noopener noreferrer\">Xavier Becerra<\/a> to lead the sprawling <a href=\"http:\/\/www.hhs.gov\" target=\"_blank\" rel=\"noopener noreferrer\">Health and Human Services Department<\/a>.
