{"id":20188,"date":"2019-09-25T15:36:44","date_gmt":"2019-09-25T19:36:44","guid":{"rendered":"http:\/\/www.gunpoliticsny.com\/?p=20188"},"modified":"2019-09-25T15:38:18","modified_gmt":"2019-09-25T19:38:18","slug":"int-1553-2019-passes","status":"publish","type":"post","link":"http:\/\/www.gunpoliticsny.com\/?p=20188","title":{"rendered":"INT 1553-2019 passes"},"content":{"rendered":"<p>The <a href=\"https:\/\/council.nyc.gov\/\" target=\"_blank\" rel=\"noopener noreferrer\">Clown Council<\/a> passed <a href=\"https:\/\/council.nyc.gov\/district-6\/\" target=\"_blank\" rel=\"noopener noreferrer\">Helen Rosenthal&#8217;s<\/a> bill <a href=\"https:\/\/legistar.council.nyc.gov\/Legislation.aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>INT 1553-2019<\/strong><\/a> which prohibits &#8220;possession of unfinished frames or receivers, which are used to create so-called \u201cghost guns,\u201d unlicensed untraceable firearms.&#8221;  Violation is a Class A Misdemeanor.  <\/p>\n<p>What does this mean?<\/p>\n<p>From the bill text:<\/p>\n<blockquote><p>\u201cFrame or receiver.\u201d Part of a firearm, rifle, shotgun or assault weapon that provides housing for the hammer, bolt or breechblock, and firing mechanism, and that is usually threaded at its forward portion to receive the barrel. \u201cUnfinished frame or receiver.\u201d A piece of any material that does not constitute the frame or receiver of a firearm, rifle, shotgun or assault weapon but that has been shaped or formed in any way for the purpose of becoming the frame or receiver of a firearm, rifle, shotgun or assault weapon with modification by the user and that is not engraved with a serial number that meets or exceeds requirements pursuant to subsection (i) of section 923 of title 18 of the United States code and regulations issued pursuant thereto.<\/p><\/blockquote>\n<p><center><\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">BREAKING: <a href=\"https:\/\/twitter.com\/NYCCouncil?ref_src=twsrc%5Etfw\">@NYCCouncil<\/a> has just passed a bill banning \u201cghost guns.\u201d This will help keep our streets safer!
