The American Bar Association<\/a> has come out in opposition<\/a> to reciprocity bills H.R.38<\/a>\/S.446<\/a><\/strong>:<\/p>\n

“… ABA President Linda A. Klein<\/a> calls the legislation \u201ca dangerous proposal\u201d that would tie states\u2019 hands in setting concealed-carry standards. All states allow some form of concealed carry, but standards vary, Klein said. The reciprocity requirement \u201coffends deeply rooted principles of federalism where public safety is traditionally the concern of state and local government,\u201d Klein says in the letters (PDFs) here<\/a> and here<\/a>. If the proposal were to become law, \u201ca state\u2019s ability to consider safety factors\u2014such as age, evidence of dangerousness, live firearm training, or criminal records\u2014would give way to other states\u2019 less stringent requirements,\u201d Klein said. \u201cUnlike some efforts of Congress to create minimum safety standards, this bill could lead to no safety standards as more states enact laws to allow persons to carry concealed firearms without a permit.\u201d …”<\/em><\/p><\/blockquote>\n
