Andrew Cuomo<\/a> administration\u2019s agreed to key changes in the sweeping 2013 gun control law known as the SAFE Act, according to a memorandum of understanding released on Friday afternoon &#8230;&#8221;<\/em><\/p><\/blockquote>\n<p>What the fuck does this mean??<\/p>\n<blockquote><p><em>&#8220;&#8230; The document, signed by <a href=\"http:\/\/www.nysenate.gov\/senator\/john-j-flanagan\" target=\"_blank\">Senate Majority Leader John Flanagan<\/a> and <a href=\"https:\/\/www.linkedin.com\/pub\/jim-malatras\/5\/a6a\/537\" target=\"_blank\">Director of Operations Jim Malatras<\/a> includes an agreement to suspend portions of the SAFE Act that created a statewide database for ammunition purchasers to undergo a background check \u2014 a project that was hampered by technical glitches since state officials sought to implement it.\u00a0 The MOU stipulates that no state money will be used to maintain the database, while noting the leadership of the <a href=\"https:\/\/www.troopers.ny.gov\" target=\"_blank\">State Police<\/a> has acknowledged there is a \u201clack of technology\u201d for maintaining the database &#8230; At the same time, a ban on the Internet sale of ammunition has been lifted &#8230;&#8221;<\/em><\/p><\/blockquote>\n<p>I&#8217;ve followed gun politics in New York for over 20 years and never seen something like this before.\u00a0 If you want to change the law you pass a bill through both state houses and the Governor signs it.\u00a0 There is no mention of a bill nor any comment from either the Governor or <a href=\"http:\/\/assembly.state.ny.us\" target=\"_blank\">Assembly leadership<\/a> other than what is buried in <a href=\"http:\/\/www.nysenate.gov\/press-release\/giant-step-forward-toward-repeal-safe-act\" target=\"_blank\">this press statement<\/a> from <a href=\"http:\/\/www.nysenate.gov\/senator\/michael-f-nozzolio\" target=\"_blank\">Senator Nozzolio<\/a>:<\/p>\n<p><center><\/p>\n<blockquote class=\"twitter-tweet\" lang=\"en\">\n<p lang=\"en\" dir=\"ltr\">A news release from <a href=\"https:\/\/twitter.com\/SenatorNozzolio\">@SenatorNozzolio<\/a> says Assembly Speaker Carl Heastie &quot;refused to participate in (SAFE Act MOU) negotiations.&quot;<\/p>\n<p>&mdash; Robert Harding (@RobertHarding) <a href=\"https:\/\/twitter.com\/RobertHarding\/status\/619608473106534400\">July 10, 2015<\/a><\/p><\/blockquote>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/center><\/p>\n<p>It looks like Republicans want to claim credit for abolishing something which never went into effect in the first place.
