In September 2013, more than a year before <a href=\"http:\/\/www.governor.ny.gov\" target=\"_blank\">Cuomo<\/a> was up for reelection, <a href=\"http:\/\/www.tishmanspeyer.com\" target=\"_blank\">Tishman Speyer President and Co-CEO Rob Speyer<\/a> summoned a select group to discuss the 2014 election: <a href=\"http:\/\/www.nygop.org\" target=\"_blank\">State Republican Chairman Ed Cox<\/a>, <a href=\"http:\/\/www.nysenate.gov\/senator\/dean-g-skelos\" target=\"_blank\">Republican Senate Conference Leader Dean Skelos,<\/a> then\u2013state <a href=\"https:\/\/twitter.com\/michaelvlawler\" target=\"_blank\">GOP Executive Director Michael Lawler<\/a> and <a href=\"http:\/\/www.nysenategop.net\" target=\"_blank\">Republican Senate Counsel Robert Mujica<\/a> &#8230; The governor had asked him to call this meeting, Speyer explained, because like them, Cuomo wanted to keep the <a href=\"http:\/\/www.nysenate.gov\" target=\"_blank\">State Senate<\/a> in Republican hands.\u00a0 If the party ran a candidate who could potentially beat Cuomo in 2014, however, the governor would spend $40 million to defeat that candidate and Senate Republicans.\u00a0 Skelos responded first: The person they were considering was <a href=\"http:\/\/www.westchestergov.com\/ce-welcome\" target=\"_blank\">Westchester County Executive Rob Astorino<\/a>, he said.\u00a0 At this point, Astorino had not yet won re-election in Westchester.\u00a0 \u201cWell, that is the one candidate you can\u2019t run,\u201d said Speyer &#8230;
